How we work

Commission

Before adopting a legislative proposal, the Commission typically issues a call for evidence, during which they draft impact assessments open to feedback from the public. At the legislative proposal stage, we follow the Commission’s process from call for evidence to adoption, highlighting impact assessments and draft acts as they are published.

After the Commission adopts a proposal, the file goes to the European Parliament and the Council. The file is given a procedure file number and sometimes a new title by the European Parliament. We bridge the gap between the institutions. 

Parliament

Across the 20 Parliamentary committees, there are about five to ten meetings every day. Once a month, the European Parliament has a plenary session which runs for 3-4 days during which it adopts draft reports. We monitor the meetings and the plenary sessions, and link to Parliament decisions, draft reports, draft opinions and amendments within our detailed timelines.

Council

Each Council configuration meets between 2 and 12 times a year. In the time between meetings, the Council publishes progress reports, general approaches, and mandates for negotiations with the European Parliament.

Trilogues

In order to speed up agreement, the European Parliament, the Council and the Commission often conduct informal interinstitutional negotiations. Although trilogues are held in private with little notice, we strive to collect all available information on the negotiations.
